# Service Launch Policy

These are the essential policies for launching an Apps in Toss mini-app. If you do not follow the guidelines, your app information and app release may be rejected, and operational restrictions may be applied to already launched mini-apps. The service launch policy may be revised from time to time to ensure stable operations and protect users.

## 1. Content and expression standards

### 1-1. Content that cannot be created

#### Sexual content

* Exposure of specific body parts, depictions of sexual acts, provocative camera work, and implications of obscene behavior are restricted.
* Content that directly depicts sexual acts or makes sexual objectification a main element cannot be registered.
* Please also avoid obscene slang or offensive sexual expressions.

#### Violence

* Simple action scenes or comedic fight scenes are allowed.
* Graphic gore, abuse, or torture scenes are restricted.
* Expressions that glorify violence or are combined with sexual or hateful contexts will be removed immediately.

#### Promotion of illegality and crime

* Content involving drugs, illegal gambling, illegal filming, prostitution, or minors will be removed immediately and reported.
* Content that glorifies or encourages illegal acts may be restricted without prior warning.

Even if something falls under the 'mild' or 'caution' level in the sensitive content rating, the app launch may be restricted if our internal review determines that the level is too high.

Even if classified as sensitive content, the following cannot be included.

* Excessive body exposure, depictions of sexual acts, sexual objectification, sexual commercialization
* Includes scenes of violence, abuse, hate, discrimination, and promotion of illegality
* False information, extreme remarks, scenes that may cause social controversy

### 1-2. Sensitive content standards and rating table

When you request a review for app launch, screening will be conducted as well, and during this process we determine whether it qualifies as sensitive content. If it is classified as sensitive content, we will notify the members registered in the workspace by email.

If a mini app is classified as sensitive content, an information screen will be shown before the user enters the mini app. Once the user agrees once, they can use mini apps classified as sensitive content afterward without a separate guidance UI.

## 2. Service operation standards

### 2-1. Abuse prevention (duplicate apps)

Apps in Toss restricts repeatedly launching mini apps with the same function within the same workspace in order to provide users with a higher level of experience and service quality. If you violate this, content may be hidden or service operations may be restricted, so please be sure to check the following.

Within the same workspace, only functions with a completely different purpose from an already registered mini app can be registered as a new mini app. If, during the review stage, it is determined that the structure is highly similar to an already registered mini app, it may be rejected or revisions may be requested.

**1) You cannot launch multiple apps with similar core functions in the same workspace**

If the core function is the same, it will not be recognized as a separate mini app even if only the theme, target audience, topic, or style differs. If you want to add new functions or content, please update the existing app.

* Example) A partner company launches separate mini apps such as 'AI Female Face Maker' and 'AI Male Face Maker' where only the topic and output differ

**2) You cannot launch multiple mini apps under the same brand**

For purposes such as excessively occupying search or exposure, launching multiple mini apps within the same workspace by repeating brand identity elements like name, logo, or color is not allowed.

However, even if the services are operated within the same workspace, if the service purpose and core function provided to users are clearly different, they can be launched as separate mini apps. In other words, if one brand provides different services, each can be operated as its own mini app.

* Example) If A brand offers services such as 'A Rental Service (home appliance/furniture rental application and management)' and 'A Cleaning Service (home cleaning reservation and management)', and their service purpose and core functions are clearly different and the name, logo, and color are not presented as one brand, they can each be registered as separate mini apps.

**3) Actions taken in case of violation**

If you violate the policy, the following measures may be applied.

* Request to revise content
* Service hidden from exposure
* Mini app registration and operation restrictions for repeated violations

### 2-2. Installing your own app and external links

Apps in Toss restricts inducing users to install your own app and moving them to external links. If you violate this, content may be hidden or service operations may be restricted.

**1) You cannot induce users to install your own app**

'Inducing users to install your own app' refers to any act of recommending or forcing users to install a separate app while using a mini app. The core value of Apps in Toss is 'easy use inside the Toss app without installing an app.' Encouraging installation of an external app harms the user experience and undermines platform consistency, so it is not allowed.

**2) External links may be used only in limited cases that are permitted**

'External link transition' refers to sending users to the web or an app outside the Toss mini app environment. Payment pages, download pages, promotional landing pages, and the like that are not directly related to the essence of the service are not allowed.

Examples of restricted items

* "Please check the details on our homepage."
* "Please complete payment after moving."
* "Please sign up on the external website."

External transitions can lead to reduced trust and convenience, personal information and security risks, and inability to track activity.

**Do we need to move all of the existing app's functions?**&#x20;

You do not need to port all functions exactly as they are. However, the 'in-app function' set in the console must be experienced completely within the mini app.

* If it is "\~ get a quote," the mini app must be able to calculate the quote.
* If it is "\~ get a quote and pay," the mini app must handle everything from quote to payment.

**3) Actions taken in case of violation**

* Request to revise content and notice
* Changed to mini app service preparation in progress (hidden from exposure)
* Mini app registration and operation restrictions for repeated violations

### 2-3. Login, payment, and ad integration

The login, payment, and advertising methods that can be used in Apps in Toss mini apps are limited to those below.

**Login**

* Only Toss login can be used for login inside the mini app.
* Other login functions and social/easy login cannot be used.

**Payment**

* For physical goods payments, only Toss Pay can be used. Other payment methods, including Toss Payments (PG company), are not allowed.
* For digital goods (non-physical) payments, only in-app purchase can be used.

**Advertising**

* For ads inside the mini app, only Apps in Toss interstitial, rewarded, and banner ads can be used.
* Ad integration through external ad networks is not allowed.

### 2-4. Generative AI disclosure and labeling

For mini apps that generate and provide outputs such as text, images, audio, or video using generative AI, or show users AI-generated results such as automatic replies, summaries, recommendations, or generation functions, please be sure to follow the items below. Since the following may change in accordance with legal revisions, we recommend that partners conduct their own review, such as legal review, before launching the service.

**Advance disclosure obligation**

At the point when the user first uses the service or first uses the generative AI feature, you must disclose in a way that allows the user to recognize that the service or feature uses generative AI.

**Labeling obligation**

If the output shown to the user was created by generative AI, it must be labeled so that the user can clearly recognize it as an AI-generated output. (A method that a person can immediately recognize, such as a label, badge, or watermark)

**Actions taken in case of violation**

* A fine of up to KRW 30 million may be imposed under relevant laws.
* There may be requests for submission of materials from relevant authorities.
* On-site inspections may be conducted.
* The service may be subject to suspension or corrective orders.

## 3. Services and content that cannot be launched

Please check in advance whether the Apps in Toss mini app service complies with Toss platform policies, relevant laws, and user protection standards. Services and content that fall under the following cannot be launched.

**1) Services related to digital assets and virtual assets**

Services that provide functions such as ownership, transfer, storage, trading, brokerage, or issuance of digital assets (including NFTs) cannot be registered on the Toss platform because of asset loss, consumer harm, and money laundering risks, regardless of whether legal requirements are met.

**2) Services with potential for money laundering**

If a mini app includes functions that directly exchange, convert, or refund cash or similar assets within the mini app, it cannot be registered because the transaction structure could be abused as a money laundering channel.

**3) Services that encourage illegal or fraudulent behavior**

Services that include functions such as identity manipulation, hacking, provision of illegal documents, or evasion of information collection, which are prohibited by law or may cause social controversy, cannot be registered.

**4) Services that include speculative or lottery/betting content**

Content involving speculation may be illegal due to users' property loss, addiction risks, and age restriction issues. It cannot be registered to protect users and ensure service trustworthiness.

**5) Financial services and remittance-related services**

Services related to financial products such as loans, insurance, cards, and securities cannot be registered, regardless of whether they have the necessary legal licenses, in order to prevent operational risks such as consumer protection, accuracy of financial information, and the possibility of misunderstanding. Whether they will be opened in the future may be reviewed in accordance with internal policies and standards.

**6) Investment advisory, reading rooms, and paid information services**

Services that influence individual investors' decisions through specific stock recommendations or investment strategy guidance cannot be registered due to operational risks and insufficient policy acceptance.

**7) Medical-related services**

Services such as telemedicine provision or connection, direct connection to medical procedures, hospital reservation features, structures in which hospitals pay advertising fees (user-acquisition-based revenue model), and revenue structures that may be interpreted as hospital promotion or marketing cannot be launched.

**8) Political services**

To maintain political neutrality, services for political purposes such as promoting a specific party, politician, or political view, or election campaigns, opinion polls, and political tendency tests cannot be launched.

**9) Categories temporarily unavailable for launch**

The categories below are temporarily restricted from onboarding for review of the fee model. They will be opened gradually after internal review is complete.

* Real estate category: real estate-related services such as property search, price lookup, subscription/sale, brokerage, loan comparison, jeonse deposit/insurance, auction/public auction, lease management, real estate investment, registration/legal affairs, tax calculation, interior/remodeling, moving, commercial area analysis, real estate reviews/consultation, etc.
* Automobile category: automobile-related services such as installment financing, leasing, rental, management, and maintenance

**10) Other services that cannot be approved under internal policy**

* Regardless of whether there is a legal violation, registration may be restricted according to Toss's brand reliability, UX policy, and risk management policy.
* Review results may change according to internal policies and risk review procedures, and pre-registration is not guaranteed.
* Depending on the uniqueness of the service or the business model, prior consultation or additional explanation may be requested.
* You cannot launch an Apps in Toss mini app simply to promote an existing company or service.
* In addition to the above, additional criteria may be applied to ensure user protection and reliability.

#### Categories requiring confirmation

The categories below may require qualification conditions such as permits, registration, or reporting necessary for service operation.

**Medical**

A public-data-based medical information lookup service that meets all of the conditions below can be launched.

* Provide only public-data-based medical information lookup
* No ranking, recommendation, or reservation features
* Display the hospital list under the same criteria
* Specify the data source
* No hospital advertising fees or paid promotions (hospitals cannot receive any form of payment.)

**Shopping mall**

Services without customer support, counterfeit prevention, and refund policies cannot be launched.

**Education**

Services that generate revenue without a national professional license or national technical qualification cannot be launched.

## 4. Services that require conditions

#### Web board games

Apps in Toss strictly manages the legal, operational, UX, and payment requirements of web board games to ensure a healthy and fair gaming environment. If you do not meet the following requirements, service launch may be restricted or sanctions may be imposed during review or monitoring. If it is a web board game, please be sure to check whether it is a web board game when registering app information in the Apps in Toss console.

Web board games refer to board, card, or strategy games played online (for example, poker, Go-Stop, Matgo, chess, janggi, etc.). They involve betting with game money and competing against an opponent, but actual cash transactions are strictly prohibited.

**1) Legal and regulatory compliance**

Web board games must comply with relevant laws and regulations. If the following requirements are not met, launch may be restricted or the service may be suspended.

* GRAC rating required: All games must obtain a rating from the Game Rating and Administration Committee (GRAC) pursuant to Article 21 of the Act on the Promotion of Game Industry. IARC ratings from the App Store and Google Play have no effect in Korea.
* Prevention of speculation and compliance with standards: Structures that induce betting, gambling, or property gains within the game are prohibited. Please comply with the Ministry of Culture, Sports and Tourism's notice "Observance Items for Game Providers" and Article 32 of the Game Industry Promotion Act.
* Youth protection obligation: Games unavailable to minors must apply a designation for harmful media to youth and include identity verification and usage restriction functions. Please comply with Article 26 of the Youth Protection Act and Article 24 of the Game Industry Promotion Act.
* Personal information protection: Please implement safety measures pursuant to Article 28 of the Personal Information Protection Act and Article 28 of the Network Act for users' personal information.

**2) Service quality standards**

Launched mini apps must be operated stably and must have systems for security, accessibility, and incident response.

* Server stability and incident response: In accordance with Article 45 of the Network Act, respond promptly when service failures occur and manage failure history systematically.
* Strengthening security and preventing fraud: Detect and prevent abnormal usage such as bots, macros, account sharing, and fraudulent payments. Please comply with Article 32 of the Game Industry Promotion Act and Article 28 of the Network Act.
* Accessibility and optimization: Provide UI and UX that all users can access. If necessary, accessibility standards under Article 21 of the Act on Prohibition of Discrimination against Persons with Disabilities may be applied by analogy.

**3) Operation and policy**

* Customer support operations and dispute resolution: If user complaints or disputes arise, guide them through the process via customer support and respond accordingly. Please comply with Article 20 of the Framework Act on Consumers in Electronic Commerce, etc.
* Disclosure of probability-based item information: Please disclose the contents and probability information of probability-based items so that users can easily check them. Please comply with Article 32-3 of the Game Industry Promotion Act.
* Adult verification feature integration: Web board games can only be used by those aged 19 or older. You must integrate an adult verification (identity verification) function. Please refer to the separate guide for the integration method.

**4) Payment and settlement related**

The payment process must be safe and clearly explained to users.

* Ensuring payment security: In accordance with Article 6 of the Electronic Financial Transactions Act, implement security and user protection measures during the payment process.
* Refund and cancellation policy guidance: Clearly explain procedures for withdrawal of subscription, cancellation, and refunds so users can easily check them. Please comply with Articles 17 and 18 of the Electronic Commerce Act.
* Transparent revenue reporting and settlement: Manage transaction details such as revenue history and tax invoice issuance transparently. Please comply with Article 32 of the Value-Added Tax Act.
* Payment limit management system: Provide a function that can set and manage daily and monthly payment limits for each user. Please comply with Article 24-2 of the Game Industry Promotion Act.

**5) UX/UI and brand suitability**

Web board games launched as Apps in Toss mini apps must provide a consistent user experience, and ads and promotions must also be operated fairly.

* Ensuring soundness: Please design in-game expressions and composition so as not to harm social norms in accordance with the Youth Protection Act and the Game Industry Promotion Act.
* Maintain UI/UX consistency: Please be sure to follow the Apps in Toss mini app design guide and interaction rules.
* Restrictions on ads and promotions: Do not use excessive ads unrelated to the service, external-inducing promotions, or wording that may cause misunderstanding. Please comply with Article 3 of the Act on Fair Labeling and Advertising.

**6) Review and post-launch monitoring**

Apps in Toss manages web board games in the stages of 'launch review → operation → post-launch inspection.'

* Launch review items: game rating, service quality, anti-addiction features, security
* Post-launch monitoring: compliance with laws, whether anti-addiction features are working properly, and whether payment limits and probability disclosures are being followed

If violations are confirmed, measures such as requests to revise content or hiding it may be taken.

#### Dating and introductions

If you want to provide dating, meetup, or social services in an Apps in Toss mini app, the most important thing is to provide users with a safe and healthy meeting experience. Partners operating services for dating, introductions, or meetups must comply with the following standards. If applicable, when registering app information in the Apps in Toss console, be sure to select the category 'Social' and check whether it is for meetups or introductions.

Dating, introductions, and meetup services are services that connect users for interaction and relationship building. They are social matching platforms that connect people online and create new relationships through profile-based matching, chat, recommendation algorithms, and more.

**1) Legal and regulatory compliance**

Youth protection

* Users under 19 cannot sign up or use the service.
* You must go through identity verification (adult verification) before entering the service.
* If youth access is confirmed, the service may be removed immediately.

Protection of personal and location information

* Please collect only the minimum information directly necessary to provide the service.
* Sensitive information such as sexual orientation and location information can be collected only with the user's explicit consent.
* Collected information must be encrypted and stored securely, and must be deleted immediately when the user withdraws.

Prevention of illegal activity

* Please actively manage so that it is not connected to illegal activities such as transactional sex, prostitution, voice phishing, fraud, and stalking.
* Have a reporting and monitoring system in place, and if illegal activity is confirmed, block it immediately and report it if necessary.
* Please be sure to include clauses in the terms of service prohibiting aiding illegal activity and outlining user responsibility.

Payment and consumer protection

* For paid payment services, please clearly explain the refund policy and automatic payment cancellation conditions.
* Comply with relevant laws and regulations such as the Electronic Commerce Act, and respond quickly if user complaints arise.

**2) Service launch criteria**

To launch the service, you must first confirm that at least the items below are met. When registering app information in the Apps in Toss console, check each item in the checklist shown and then register it.

**3) Operational requirements**

Age restriction

* The service can only be used by those aged 19 or older.
* If youth access is confirmed, it will be blocked immediately, and depending on the situation, the service may be removed.

Ensuring reliability

* Please apply real-name identity verification without fail.
* Please operate verification procedures to prevent fake profiles and impersonation.
* Basic information such as age, occupation, and region should be collected based on input values, and specific information such as occupation or income can be operated through optional verification using supporting documents.

Safety management and monitoring

* Please operate both human monitoring and AI monitoring systems.
* Please automatically filter illegal keywords such as transactional sex.
* Please process reports within 24 hours of receipt.
* We recommend a system that can store and review conversation content in preparation for disputes or investigations.

Personal information protection

* Please collect only minimal personal information and store it encrypted.
* Please delete personal information immediately when the user withdraws.
* Please use sensitive information only when separate consent has been obtained.

Legal response system

* If illegal activity occurs, please cooperate with investigative agencies immediately.
* Please operate an emergency blocking process to protect victims.

**4) Contract and sanction policy**

Mandatory terms clauses

* Users bear full responsibility for illegal activity.
* Toss is responsible only within the scope of report reception and actions taken.

Service operation may be suspended in the following cases.

* If youth access is allowed
* If prostitution ads or illegal activity are neglected
* If a serious violation such as a large-scale personal information leak occurs

#### AI chat and counseling

AI chat and counseling services are services that provide information or help through conversations with users. Because such services can directly affect the user's situation and emotions, operation with sufficient consideration for user safety and social responsibility is necessary. Please launch and operate AI chat and counseling services with user safety and protection as the top priority.

#### 1) Required operational requirements

Partners launching AI chat and counseling services must have the following in place.

* Please operate a filtering system that judges risk keywords and context together.
* When a user makes a prohibited request or an inappropriate question, provide a clear and consistent refusal response.
* If an utterance related to suicide or self-harm is detected, apply a safety response protocol that prioritizes user safety.
* If you change the AI model or prompt, please request app distribution review in advance.
* Please have an operational system that can immediately modify or block inappropriate or problematic responses when they occur.
* If you have your own app or web service using the same AI model, please apply the same standards consistently.

#### 2) Response standards for bypass requests

If the user's utterance is contextually dangerous or potentially illegal, it must all be blocked regardless of the intent of the request. Even if the expression differs, if there is a possibility that dangerous information will be conveyed as a result, a response must not be provided. Requests in the following forms are all prohibited.

* Requests made on the premise that it is a novel or movie setting
* Requests made under the pretense of education, reference, or theoretical explanation
* Requests made on the premise that it will not actually be used
* Requests that ask for an explanation of legality but could lead to explanations of processes or methods
* Other requests that may ultimately lead to dangerous or restricted information being provided

#### 3) Restricted content when generating AI responses

AI chat and counseling services cannot generate or provide the following content.

* **Illegal and criminal-related**
  * Methods for manufacturing, purchasing, or using drugs, firearms, explosives, or weapons

#### Chat

If you want to provide a chat service through an Apps in Toss mini-app that lets users exchange messages with specific users based on acquaintances or IDs, please make sure to follow the standards below to protect users and prevent illegal activity.

A chat service is a service that lets users add specific users based on contacts or IDs and then exchange 1:1 messages. (e.g., messenger services, acquaintance-based chat)

If the features below are included, it is classified not as a chat service but as a dating/introduction service, and separate requirements apply. If applicable, please check the dating/introduction guide.

* Random matching or connection with strangers (e.g., random chat)
* Nearby user discovery feature
* Messaging based on public profiles
* Revenue models for dating purposes, such as recommending the opposite sex or buying likes

**1) User Protection Features**

Chat services must provide the following features so users can use them safely.

* Report feature: Users must be able to immediately report offensive or problematic messages and users.
* Block feature: Users must be able to block specific users so they no longer receive messages from them.
* Account sanctions policy: You must operate a policy for restricting or suspending the accounts of users who repeatedly violate the policy.
* Report response process: When a report is received, you must have a process that allows the operator to review the content and take appropriate action.

**2) Prevention of Illegal Activities**

Please actively manage the chat service to prevent the following activities from occurring.

* Advertisements or messages that solicit prostitution or transactional sex
* Fraud through requests for money or investment solicitations (including romance scams)
* Illegal advertisements and spam messages
* Distribution of illegal information

If the above activities are neglected or identified, service operation may be restricted.

**3) Protection of Personal Information and Message Data**

User messages and personal information must be safely protected in accordance with applicable laws and regulations.

* Principle of minimum collection: Please collect only the minimum personal information necessary to operate the service.
* Data encryption: Please encrypt collected information and message data and store them securely.
* Deletion upon withdrawal: Please operate a policy that immediately destroys personal information when a user withdraws.
* Log management: You may manage message logs within the scope of user protection and legal response purposes.

**4) Legal Cooperation System**

* You must have a system in place to respond quickly when illegal activity occurs within the service.
* Please operate an internal process that can cooperate with requests from investigative agencies in accordance with relevant laws and regulations.
* Toss may require additional safety requirements or restrict onboarding to protect users and maintain service integrity.

#### Secondhand Trading

If you want to operate a secondhand trading service as an Apps in Toss mini-app, please make sure to follow the standards below for user protection and a safe trading environment.

A secondhand trading service is a service that intermediates direct transactions of used goods between users.

* In-app payment features (including PG, simple payment, and Toss Pay integration) cannot be included. Only direct transactions between users are allowed.
* If a chat feature is included, you must also comply with the chat service guide.
* Talent trading services are currently not eligible for onboarding. They will be reviewed gradually in the future.

**1) Required Submission Documents**

If you want to launch a secondhand trading mini-app, please prepare the following documents and submit them via ChannelTalk.

* Operations policy: Items 2 to 4 below (prohibited items, monitoring policy, and step-by-step sanction criteria) must be included in the policy.
* Terms of use: Must include the items in section 5 below (required terms of use items) and the privacy policy.
* Relevant licenses: Please submit the permits and licenses required to operate the service (e.g., mail-order sales registration, e-commerce-related permits and licenses, etc.).
* Restricted industry commitment form: Please contact us via ChannelTalk.

**2) Prohibited Transaction Items**

Please clearly specify in the operations policy the items whose transactions are prohibited. The list below is the minimum standard and must be updated without delay if laws or policies change.

* Violations of laws and dangerous items: Items that pose a risk to life or safety, such as animals and weapons / Items that require permits or licenses, such as pharmaceuticals and medical devices / Food and cosmetics manufactured or sold without the required permits
* Infringement of rights and illegal content: Counterfeit goods and items infringing trademark or copyright / Illegal copies and illegal software
* Personal information and digital assets: Personal information of others / Trading of digital assets such as accounts and items
* Other: Items with distribution restrictions, such as gift certificates prohibited from resale by law / Service-related offerings such as job postings or recruitment / Any other items that violate relevant laws or service policies

**3) Monitoring Policy**

The partner company must specify in its operations policy a monitoring system that meets the requirements below and apply it in actual operations.

* System for detecting transactions suspected of violating laws and policies
* System for receiving user reports and providing initial response (initial review within 24 hours of receipt recommended)
* Self-inspection at least once a month and retention of results
* Operation of keyword and image filters to prevent registration of prohibited transaction items

**4) Step-by-Step Sanction Criteria**

Step-by-step sanction criteria for violating users (e.g., warning → temporary suspension → permanent suspension) must be specified in the operations policy.

**5) Required Terms of Use Items**

Please make sure to include the following in the service terms of use. The items below are the minimum standard, and it is recommended that the final terms be confirmed after the partner company conducts its own legal review.

* Notice that Apps in Toss is not a party to the transaction
* Procedure for handling disputes (reporting method, processing deadline, etc.)
* Clearly state prohibited user behavior (fraud, deception, transactions involving prohibited items, etc.) and the reporting method and procedure
* Purpose and scope of use of the chat feature (limited to transaction negotiation purposes)
* Prohibited behaviors in chat (soliciting prostitution, spam, fraud, requests for personal information, etc.)
* Notice of the possibility and basis for monitoring chat content
* Reasons for usage restrictions, objection filing procedure and deadline, and types of usage restriction measures
* Procedure for users to withdraw from the mini-app
* Privacy policy (collected items, purpose, retention period, etc.)

**6) Monitoring Authority of Apps in Toss**

Apps in Toss has the following authorities to protect users and ensure the stable operation of the service, and the partner company must actively cooperate with them.

* Authority to monitor the partner company’s service operation status
* Authority to request materials to verify violations of laws, terms, and operations policies
* Authority to take temporary service measures to prevent the spread of user harm

**7) Actions Taken for Violations**

If the guidelines are violated or the same violation is repeated, the following actions may be taken.

* Request to revise content
