# Service Launch Policy

## 1. Content and Expression Standards

### 1-1. Content That Cannot Be Created

#### Sexual content

* Exposure of specific body parts, depiction of sexual acts, provocative camera work, and hints of obscene behavior are restricted.
* Content that directly depicts sexual acts or makes sexual objectification a main element cannot be registered.
* Please do not use obscene slang or sexual expressions that cause discomfort either.

#### Violence

* Simple action or comedic fight scenes are allowed.
* Graphic bloodshed, abuse, or torture scenes are restricted.
* Expressions that glorify violence or are combined with sexual or hateful contexts will be deleted immediately.

#### Promotion of illegality and crime

* Content involving drugs, illegal gambling, illegal filming, prostitution, or minors will be deleted immediately and reported.
* Content that glorifies or promotes illegal acts may be restricted without prior warning.

{% hint style="info" %}
**Please be sure to check**

Even if something falls under the 'mild' or 'caution' level in the sensitive content rating, the app may still be restricted from launch if the internal review determines the level is high.

Even if classified as sensitive content, the following cannot be included.

* Excessive body exposure, depiction of sexual acts, sexual objectification, sexual commodification
* Includes scenes of violence, abuse, hate, discrimination, or promotion of illegality
* False information, extreme statements, scenes that may cause social controversy
  {% endhint %}

### 1-2. Sensitive Content Standards and Rating Table

When you request app launch review, moderation will also be carried out, and during this process we determine whether the app contains sensitive content. If it is classified as sensitive content, we will notify the members registered in the workspace by email.

If a mini app is classified as sensitive content, an 안내 screen will be shown before the user enters the mini app. Once the user agrees one time, they can use mini apps classified as sensitive content afterward without a separate guidance UI.

## 2. Service Operation Standards

### 2-1. Anti-abuse (Duplicate Apps)

To provide users with a higher level of experience and service quality, Appintos restricts repeatedly launching mini apps with the same function within the same workspace. If you violate this, content may be hidden or service operations may be restricted, so please be sure to check the following.

Within the same workspace, only functions with a completely different purpose from already registered mini apps can be registered as a new mini app. If, during review, the structure is deemed highly similar to an already registered mini app, it may be rejected or revisions may be requested.

**1) You cannot launch multiple apps with similar core functions in the same workspace**

If the core function is the same, it will not be recognized as a separate mini app even if only the theme, target audience, subject, or style differs. If you want to add new features or content, please update the existing app.

* Example) A partner company launches separate mini apps such as 'AI Female Face Maker' and 'AI Male Face Maker' where only the theme and output differ

**2) You cannot launch multiple mini apps under the same brand**

For purposes such as excessively occupying search or exposure, launching multiple mini apps within the same workspace by repeatedly using the same brand identity such as name, logo, and color is not allowed.

However, even if it is a service operated within the same workspace, separate mini apps can be launched if the service purpose and core function provided to users are clearly different. In other words, if a single brand offers different services, each can be operated as a separate mini app.

* Example) If a brand like 'A Rental Service (home appliance/furniture rental application and management)' and 'A Cleaning Service (home cleaning reservation and management)' has clearly different service purposes and core functions, and does not express name, logo, and color as a single brand, each can be registered as a separate mini app.

**3) Measures for violations**

If the policy is violated, the following measures may be applied.

* Request to edit content
* Service hidden from exposure
* Restrictions on mini app registration and operation for repeated violations

### 2-2. Own app installation and external links

Appintos restricts inducing users to install own apps and moving to external links. If violated, content may be hidden or service operations may be restricted.

**1) You cannot induce users to install your own app**

'Inducing installation of your own app' means any act of recommending or forcing users to install a separate app while using the mini app. The core value of Appintos is 'easy use inside the Toss app without installing an app.' Inducing installation of external apps harms the user experience and undermines platform consistency, so it is not allowed.

<details>

<summary>Examples of inducing installation of your own app</summary>

* "If you install the app, you can use more features."
* "To receive an exclusive coupon, please install our app."
* "Get a discount on your first purchase after downloading the app."

</details>

<details>

<summary>Restricted actions</summary>

* Phrases that directly induce app installation
* Inserting app-installation banners/images
* Inserting app store links
* Notices offering benefits for installing the app
* Any other content or functions that may be judged as encouraging installation

</details>

**2) External links may be used only in limited cases where permitted**

'Moving to an external link' means sending users to a web or app outside the Toss mini app environment. Payment pages, download pages, promotional landing pages, etc. that are not directly related to the essence of the service are not allowed.

Examples of restricted cases

* "Please check the details on our website."
* "Please complete the payment after moving."
* "Please proceed with registration on the external website."

External redirects can lead to issues such as reduced trust and convenience, privacy and security risks, and inability to track activity.

<details>

<summary>Restricted actions</summary>

* A structure that does not fully provide 'in-app functions' within the mini app
* Redirecting to an external payment page
* Connecting to an external page for app download or installation
* When the share link lands on your own website
* A structure whose main functions and flow depend on external links

</details>

<details>

<summary>Cases where it may be allowed</summary>

* External links for legal notices or mandatory guidance purposes
* Linking to official pages of public institutions or partner organizations
* Redirecting to third-party websites for simple information checking
* Certain special cases where the mini app function is not completed within the mini app
* Introducing and recommending each product before moving to the lowest-price purchase platform
* Moving to a coupon issuance platform to provide benefits

</details>

{% hint style="info" %}
**Do we need to move all functions of the existing app?**&#x20;

You do not need to port every function exactly as is. However, the 'in-app functions' configured in the console must be able to be experienced completely within the mini app.

* If it is "\~ quote request," the mini app must be able to calculate the quote.
* If it is "\~ get a quote and pay," the process from quoting to payment must take place within the mini app.
  {% endhint %}

**3) Measures for violations**

* Request to edit content and notice
* Changed to mini app service preparation (not exposed)
* Restrictions on mini app registration and operation for repeated violations

### 2-3. Login, payment, and ad integration

The login, payment, and ad methods that can be used in Appintos mini apps are limited to the following.

**Login**

* For mini-app login, only Toss Login can be used.
* No other login functions or social/easy logins can be used.

**Payment**

* For physical goods payments, only Toss Pay can be used. Other payment methods, including Toss Payments (PG company), are not allowed.
* For digital goods (non-physical) payments, only in-app purchase can be used.

**Ads**

* Within mini apps, only Appintos full-screen, rewarded, and banner ads can be used.
* Ad integration through external ad networks is not allowed.

### 2-4. Generative AI notice and display

For mini apps that generate and provide outputs such as text, images, voice, or video using generative AI, or that expose results directly produced by AI to users, such as auto-response, summarization, recommendation, or generation features, please be sure to follow the requirements below. These may change due to revisions in laws and regulations, so partners are encouraged to conduct their own review (such as legal review) before launching the service.

**Pre-notification obligation**

At the point when the user first uses the service or first uses the generative AI feature, you must notify them so they can recognize that the service or feature uses generative AI.

**Display obligation**

If the output shown to users was created by generative AI, it must be labeled so users can clearly recognize it as an AI-generated result. (Use a method humans can immediately recognize, such as a label, badge, or watermark.)

**Measures for violations**

* A fine of up to 30 million KRW may be imposed according to relevant laws.
* There may be a request to submit materials from the relevant authority.
* An on-site investigation may be conducted.
* It may be subject to service suspension or corrective orders.

## 3. Services and Content That Cannot Be Launched

Please check in advance whether the Appintos mini app service complies with Toss platform policies, relevant laws, and user protection standards. The following services and content cannot be launched.

**1) Services related to digital assets and virtual assets**

Services that provide functions such as ownership, transfer, storage, trading, brokerage, or issuance of digital assets (including NFTs) cannot be registered on the Toss platform because of asset loss, consumer harm, and money laundering risks, regardless of whether legal requirements are met.

**2) Services with potential for money laundering**

If a mini app includes functions to directly exchange, convert, or refund cash or similar assets within the app, it cannot be registered because it may be abused as a money laundering channel due to the transaction structure.

**3) Services that promote illegal or fraudulent acts**

Services that include functions such as identity manipulation, hacking, provision of illegal documents, or circumvention of information collection, which are legally prohibited or may cause social controversy, cannot be registered.

**4) Services containing speculative and lottery/betting-like content**

Content with speculative elements may be illegal due to user property loss, addiction risk, age restriction issues, and more. It cannot be registered to protect users and ensure service trust.

**5) Financial services and remittance-related services**

Services related to financial products such as loans, insurance, cards, and securities cannot be registered in order to prevent operational risks such as consumer protection, accuracy of financial information, and the possibility of misunderstanding, regardless of whether legal licenses are obtained. Whether to open them in the future may be reviewed according to internal policy and standards.

**6) Investment advisory, reading rooms, and paid information services**

Services that influence individual investors' decisions by recommending specific stocks or providing investment strategy guidance cannot be registered due to operational risks and insufficient policy acceptance.

**7) Medical-related services**

Services that provide or connect non-face-to-face medical care, direct connection to medical acts, hospital reservation functions, revenue structures in which hospitals pay advertising fees (a user-acquisition-based revenue model), or revenue structures that can be interpreted as hospital promotion/marketing cannot be launched.

**8) Political-related services**

To maintain political neutrality, services with political purposes such as promoting a specific party, politician, or political view, or election campaigns, opinion polls, and political tendency tests, cannot be launched.

**9) Temporarily unavailable categories**

The following categories are temporarily restricted from onboarding right now to review the fee model. They will be opened gradually after the internal review is completed.

* Real estate category: Real estate-related services such as property price inquiries and subscription information checks
* Automobile category: Automobile-related services such as installment purchases, leasing, renting, management, and maintenance

**10) Other services that cannot be approved under internal policy**

* Registration may be restricted according to Toss's brand trust, UX policy, and risk management policy, regardless of whether it violates the law.
* The review result may change according to internal policy and risk review procedures, and pre-registration is not guaranteed.
* Depending on the specifics of the service or the business model, prior consultation or additional explanation may be requested.
* You cannot launch an Appintos mini app simply to promote an existing company or service.
* In addition to the above, additional standards for user protection and reliability may apply.

#### Categories Requiring Confirmation

The following categories may need to meet qualification requirements such as permits, registrations, or reporting required for service operation.

**Medical**

Medical information lookup services based on public data that meet all of the conditions below can be launched.

* Provide only medical information lookup based on public data
* No ranking, recommendation, or reservation functions
* Display hospital listings using the same criteria
* Clearly state data sources
* No hospital advertising fees or paid promotions (hospitals cannot receive any form of money.)

**Shopping mall**

Services that do not have customer support, counterfeit prevention, and refund policies cannot be launched.

**Education**

Services that generate revenue without a national professional license or national technical qualification cannot be launched.

{% tab title="Webboard games" %}

#### Webboard games

To ensure a healthy and fair gaming environment, Appintos strictly manages the legal, operational, UX, and payment-related requirements for webboard games. If you do not meet the following requirements, service launch may be restricted or sanctions may be applied during review or monitoring. If your service is a webboard game, be sure to check whether it is a webboard game when registering app information in the Appintos console.

Webboard games refer to board, card, and strategy games played online (e.g., poker, go-stop, matgo, chess, janggi, etc.). They involve betting with game money and competing against opponents, but actual cash transactions are strictly prohibited.

* Game Rating and Administration Committee rating classification (GRAC) required: All games must receive a rating classification from the Game Rating and Administration Committee (GRAC) under Article 21 of the Act on Promotion of the Game Industry. IARC ratings from the App Store and Google Play have no effect in Korea.

* Server stability and incident response: In accordance with Article 45 of the Act on Promotion of Information and Communications Network Utilization and Information Protection, respond promptly when service incidents occur and manage incident history systematically.
* Strengthening security and preventing fraud: Detect and prevent abnormal usage such as bots, macros, account sharing, and fraudulent payments. Please comply with Article 32 of the Game Industry Promotion Act and Article 28 of the Act on Promotion of Information and Communications Network Utilization and Information Protection.
* Accessibility and optimization: Provide UI and UX that all users can access. If necessary, accessibility standards under Article 21 of the Act on the Prohibition of Discrimination against Persons with Disabilities may be applied by analogy.

**3) Operations and policy**

* Customer support operations and dispute resolution: If user complaints or disputes arise, guide them through the customer support process and respond accordingly. Please comply with Article 20 of the Consumer Protection in Electronic Commerce Act.
* Disclosure of probability-type item information: Please disclose the contents and probability information of probability-type items so users can easily check them. Please comply with Article 32-3 of the Game Industry Promotion Act.

* Ensure soundness: Design in-game expressions and structure so they do not violate social norms in accordance with the Juvenile Protection Act and the Game Industry Promotion Act.
* Maintain UI/UX consistency: Be sure to follow the Appintos mini app design guide and interaction rules.
* Restrictions on ads and promotions: Do not use excessive ads unrelated to the service, externally driven promotions, or wording that may cause misunderstanding. Please comply with Article 3 of the Act on Fair Labeling and Advertising.

**6) Review and post-launch monitoring**

Appintos manages webboard games in the stages of 'launch review → operation → post-launch inspection.'

* Launch review items: game rating, service quality, anti-addiction features, security
* Post-launch monitoring: compliance with laws and regulations, proper operation of anti-addiction features, and compliance with payment limits and probability disclosure

If violations are identified, actions such as requests to edit content or hiding from exposure may be taken.

Relevant grounds: Article 24-2 and Article 32 of the Game Industry Promotion Act / Article 20 of the Electronic Commerce Act
{% endtab %}

{% tab title="Dating and introductions" %}

#### Dating and introductions

To provide dating, meet-up, or social services in Appintos mini apps, the most important thing is to offer users a safe and healthy meeting experience. Partners operating services for dating, introductions, or meet-ups must strictly follow the standards below. If applicable, when registering app information in the Appintos console, be sure to select the category as 'Social' and check whether it is for meet-ups or introductions.

Dating, introduction, and meet-up services are services that connect users for interaction and relationship building. They fall under social matching platforms that connect people online through profile-based matching, chat, recommendation algorithms, and the like to create new relationships.

**1) Legal and regulatory compliance**

Payment and consumer protection

* For paid payment services, clearly explain the refund policy and auto-renewal cancellation conditions.
* Comply with relevant laws such as the Electronic Commerce Act, and respond quickly to user complaints.

  {% endtab %}

{% tab title="AI chat and counseling" %}

#### AI chat and counseling

AI chat and counseling services are services that provide information or assistance through conversations with users. Because such services can directly affect users' situations and emotions, operation must fully consider user safety and social responsibility. Please launch and operate AI chat and counseling services with user safety and protection as the top priority.

***

#### 1) Required operating requirements

Partners launching AI chat and counseling services must have the following in place.

* Please operate a filtering system that judges risky keywords and context together.
* When a user makes a prohibited request or inappropriate question, provide a clear and consistent refusal response.
* If suicide or self-harm statements are detected, apply a safety response protocol that considers user safety.
* If the AI model or prompt is changed, please request app deployment review in advance.
* Please establish an operating system that can immediately correct or block inappropriate or problematic responses when they occur.
* If you have your own app or web service that uses the same AI model, apply the same standards consistently.

***

#### 2) Response standards for bypass requests

If a user's statement is risky or potentially illegal in context, all requests must be blocked regardless of intent. Even if the expression is different, if it may ultimately lead to the delivery of dangerous information, no response should be provided. The following types of requests are all prohibited.

* Requests framed as fiction or movie settings
* Requests made under the guise of education, reference, or theoretical explanation
* Requests premised on not actually using it
* Requests asking for an explanation of whether something is illegal but that could lead to procedures or methods

* **Violence, self-harm, suicide**
  * Explanations or specific depictions of self-harm or suicide methods
  * Expressions or guidance that could be imitated
  * Ways to harm others
* **Sexual content**
  * Specific descriptions of sexual acts
  * Content intended for sexual stimulation
  * Sexual content involving minors
* **Hate and discrimination**

If content that violates the guidelines is identified, if the same or similar violation is repeated, or if a serious violation occurs, the following actions may be taken.

* Warning action
* Service launch restriction
* Service exposure suspension

To protect user safety and trust, please be sure to comply with these standards throughout the operation of AI chat and consultation services.
{% endtab %}

{% tab title="Chat" %}

#### Chat

If you want to provide a chat service in an Appintos mini app that lets users exchange messages with specific users based on contacts or IDs, please be sure to follow the standards below to protect users and prevent illegal activity.

A chat service is a service that allows 1:1 message exchanges after adding specific users based on contacts or IDs. (e.g. messenger services, acquaintance-based chat)

{% hint style="info" %}
**Please be sure to check**

* Random matching or connecting with strangers (e.g. random chat)
* Nearby user search feature
* Messaging based on public profiles
* Revenue models for dating purposes, such as opposite-sex recommendations or purchasing likes
  {% endhint %}

Please actively manage the chat service to prevent the following actions from occurring.

* Ads or messages soliciting prostitution or compensated dates
* Fraud through money requests or investment solicitations (including romance scams)
* Illegal advertising and spam messages
* Distribution of illegal information

If the above behavior is left unchecked or confirmed, service operation may be restricted.

Before launch, please submit the following via ChannelTalk.

* Details of user protection and illegal activity prevention measures
* Basic service operating terms
* Operational policies and response processes for preventing illegal activity

**6) Actions for violations**

If you violate the guidelines or repeat the same violation, the following actions may be taken.

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation dynamically by asking a question.

Perform an HTTP GET request on the current page URL with the `ask` query parameter, and the optional `goal` query parameter:

```
GET https://developers-apps-in-toss.toss.im/landing-page/landing-page-en/intro/guide.md?ask=<question>&goal=<endgoal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is optional and describes the broader end goal you are ultimately trying to accomplish on behalf of the user. GitBook uses it to tailor the answer towards what is most useful for that goal.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
