# Notes by Service

We provide guidance on the key policies and cautions for each type of service offered in Apps in Toss.

### Webboard games <a href="#web-board" id="web-board"></a>

Apps in Toss strictly manages the legal, operational, UX, and payment-related requirements for web board games to ensure a healthy and fair gaming environment. If you do not meet the requirements below, service launch may be restricted or sanctions may be imposed during the review or monitoring process.

If it is a web board game, **When registering app information in the Apps in Toss Console, be sure to check whether it is a web board game.**

**What is a web board game**

It refers to board, card, and strategy games enjoyed online (e.g. poker, Go-Stop, Matgo, chess, janggi, etc.). Although they have a structure in which game money is used for betting and players compete for wins and losses against opponents, **actual cash transactions are strictly prohibited.**

#### 1. Legal and regulatory compliance

Web board games must **comply with relevant laws and regulations**to be mandatory. If you do not meet the requirements below, release may be restricted or the service may be suspended.

* **GRAC rating classification required:** All games must receive a rating classification from the Game Rating and Administration Committee (GRAC) in accordance with Article 21 of the Game Industry Promotion Act.
  * The IARC ratings from the App Store and Google Play are not valid in Korea.
* **Prevention of gambling and compliance with standards:** Structures that encourage betting, gambling, or property gains within the game are prohibited.
  * Please comply with the Ministry of Culture, Sports and Tourism notices on the Compliance Requirements for Game Providers and Article 32 of the Game Industry Promotion Act.
* **Obligation to protect minors:** Games rated as unavailable to minors must display a juvenile-harmful media notice and include identity verification and access restriction functions.
  * Please comply with Article 26 of the Juvenile Protection Act and Article 24 of the Game Industry Promotion Act.
* **Personal information protection:** Please implement security measures for users' personal information in accordance with Article 28 of the Personal Information Protection Act and Article 28 of the Network Act.

#### 2. Service quality standards

Launched mini apps must operate stably and have security, accessibility, and incident response systems in place.

* **Server stability and incident response:** In accordance with Article 45 of the Network Act, please respond promptly when a service outage occurs and systematically manage outage history.
* **Strengthen security and prevent fraud:** Please detect and prevent abnormal usage behaviors such as bots, macros, account sharing, and fraudulent payments.
  * Please comply with Article 32 of the Game Industry Promotion Act and Article 28 of the Network Act.
* **Accessibility and optimization:** Please provide UI and UX that all users can access.
  * If necessary, you may apply the accessibility standards under Article 21 of the Act on the Prohibition of Discrimination against Persons with Disabilities.

#### 3. Operations and policy

* **Customer support operation and dispute resolution:** When a user complaint or dispute occurs, please guide the handling procedure through customer support and respond accordingly.
  * Please comply with Article 20 of the Act on Consumer Protection in Electronic Commerce.
* **Disclosure of probability-based item information:** Please disclose probability-based items so that users can easily check the contents and probabilities.
  * Please comply with Article 32, Paragraph 3 of the Game Industry Promotion Act.
* **Integration of adult verification function:** Web board games are available only to users aged 19 and over. Be sure to integrate an adult verification (identity verification) function.
  * Please refer to the separate guide for how to integrate adult verification.

#### 4. Payment and settlement related

The payment process must be secure and clearly explained to users.

* **Ensuring payment security:** In accordance with Article 6 of the Electronic Financial Transactions Act, please implement security and user protection measures during the payment process.
* **Refund and cancellation policy guidance:** Please clearly explain the procedures for withdrawal of subscription, cancellation, and refunds so users can easily check them.
  * Please comply with Articles 17 and 18 of the Electronic Commerce Act.
* **Revenue reporting and settlement transparency:** Please manage transaction details transparently, including revenue records and the issuance of tax invoices.
  * Please comply with Article 32 of the Value-Added Tax Act.
* **Payment limit management system:** Please provide a function that allows you to set and manage daily and monthly payment limits for each user.
  * Please comply with Article 24, Paragraph 2 of the Game Industry Promotion Act.

#### 5. UX/UI and brand suitability

Web board games launched as Apps in Toss mini apps must provide a consistent user experience, and advertising and promotion must also be operated fairly.

* **Ensuring soundness:** Please design in-game expressions and structures so they do not harm social norms in accordance with the Juvenile Protection Act and the Game Industry Promotion Act.
* **Maintain UI/UX consistency:** Please make sure to follow the Apps in Toss mini app design guide and interaction rules.
  * Please refer to the UI/UX guide.
* **Advertising and promotion restrictions:** Please do not use excessive ads unrelated to the service, external referral-style promotions, or phrases that could cause misunderstanding.
  * Please comply with Article 3 of the Act on Fair Labeling and Advertising.

#### 6. Review and post-launch monitoring

Apps in Toss manages web board games in stages: launch review → operation → post-launch inspection.

* **Launch review items:** Before launch, the following items are reviewed comprehensively.
  * Game rating
  * Service quality
  * Addiction prevention feature
  * Security
* **Post-launch monitoring:** Even after launch, the following items are checked periodically.
  * Compliance with laws and regulations
  * Whether the addiction prevention feature works properly
  * Compliance with payment limits and probability disclosure
* If a violation is found, actions such as requests to modify content or non-display may be taken.
  * Related basis: “Game Industry Promotion Act” Article 24, Paragraph 2, Article 32; “Electronic Commerce Act” Article 20

### Meetups, blind dates <a href="#social" id="social"></a>

If you want to provide dating, meetups, or social services as an Apps in Toss mini app, the most important thing is to offer users a safe and healthy meeting experience. Partners operating services for dating, blind dates, or meetups must follow the standards below.

If it falls under meetups or blind date services, **When registering app information in the Apps in Toss Console, be sure to select the category as “Social” and check whether it is a meetup or blind date service.**

These are services that connect users for the purpose of interaction and forming relationships. They fall under social matching platforms that connect people online and create new relationships using profile-based matching, chat, recommendation algorithms, and more.

#### 1. Legal and regulatory compliance

* **Youth protection**
  * **Users under 19 cannot sign up or use the service**.
  * You must complete an identity verification (adult verification) procedure before entering the service.
  * If youth access is confirmed, the service may be removed immediately.
* **Personal information and location information protection**
  * Please collect only the minimum information directly needed to provide the service.
  * Sensitive information such as sexual orientation and location information can only be collected with the user's explicit consent.
  * Collected information must be encrypted and stored securely, and deleted immediately when the user withdraws.
* **Prevention of illegal activity**
  * Please actively manage the service so it is not connected to illegal activities such as transactional meetings, prostitution, voice phishing, fraud, or stalking.
  * You must have a reporting and monitoring system in place, and if illegal activity is confirmed, it must be blocked immediately and reported when necessary.
  * Please be sure to include clauses in the terms of service prohibiting aiding and abetting illegal activity and specifying user responsibility.
* **Payment and consumer protection**
  * For paid payment services, clearly explain the refund policy and conditions for canceling automatic payments.
  * Please comply with relevant laws and regulations, such as the Electronic Commerce Act, and respond promptly when user complaints arise.

#### 2. Service launch standards

To launch the service, you must at least confirm that the items below are met. When registering app information in the Apps in Toss Console, please review the checklist provided item by item before registering.

#### 3. Operational requirements

* **Age restriction**
  * The service can only be used by people aged 19 or older.
  * If access by minors is confirmed, it will be blocked immediately, and depending on the situation the service may be removed.
* **Ensuring trustworthiness**
  * Please apply real-name-based identity verification.
  * Please operate a verification process to prevent fake profiles and impersonation.
  * Basic information such as age, occupation, and region may be collected based on input values, and specific information such as occupation or income may be operated through optional verification using supporting documents.
* **Safety management and monitoring**
  * Please operate both human staff monitoring and an AI monitoring system.
  * Please automatically filter illegal keywords such as transactional meetings.
  * Please process reports within 24 hours after they are received.
  * We recommend a system that can store and review conversation history in preparation for disputes or investigations.
* **Personal information protection**
  * Please collect only the minimum amount of personal information and store it encrypted.
  * Please delete personal information immediately when the user withdraws.
  * Sensitive information should only be used when separate consent has been obtained.
* **Legal response system**
  * If illegal activity occurs, please cooperate with law enforcement authorities immediately.
  * Please operate an emergency blocking process to protect victims.

#### 4. Contract and sanction policy

* **Required terms clauses**
  * The user bears full responsibility for illegal activity.
  * Toss is liable only within the scope of reports received and actions taken.
* Actions for operational violations: In cases such as the following, **service operation may be suspended.**
  * When youth access is allowed
  * When prostitution ads or illegal activity are left unattended
  * When a serious violation such as a large-scale personal information leak occurs

### Sensitive content <a href="#sensitive" id="sensitive"></a>

Apps in Toss supports adult users in enjoying a variety of content, while also providing guidance on sensitive content in order to prevent illegal and harmful content and protect Toss's reliability and brand value.

**What is sensitive content**

Sensitive content refers to content that includes expressions or scenes that may cause users **discomfort, anxiety, or unease**. Even if something is not illegal by law, it may still be considered sensitive content if it includes material or expressions that could be controversial by common social standards.

In Apps in Toss, sensitive content is broadly managed in the following three categories.

* Sexual content
* Violence
* Encouraging illegality and crime

#### Standards by type of sensitive content

**Sexual content**

* Exposing specific parts of the body, depicting sexual acts, provocative camera work, and hints of obscene behavior are restricted.
* Content that directly depicts sexual acts or uses sexual objectification as a main element cannot be registered.
* Please do not use vulgar slang or sexually explicit expressions that may be unpleasant.

**Violence**

* Simple action or comedic fight scenes may be used.
* Graphic bloodshed, abuse, or torture scenes are restricted.
* Violence that is glorified, or expressions combined with sexual or hateful contexts, will be deleted immediately.

**Encouraging illegality and crime**

* Content involving drugs, illegal gambling, illegal filming, prostitution, or minors will be deleted immediately and reported.
* Content that glorifies or encourages illegal activity may be restricted without prior warning.

Even if something falls into the slight or cautionary level of the sensitive content rating, the app may be restricted from launch if the internal review determines that the level is high.

Even if content is classified as sensitive content, the following types of content cannot be included.

* Excessive nudity, depictions of sexual acts, sexual objectification, sexual exploitation
* Includes scenes of violence, abuse, hatred, discrimination, or encouragement of illegality
* False information, extreme remarks, scenes that may trigger social controversy

#### How is sensitive content determined?

The review process is conducted together with the app launch review request, and during this process we determine whether the content qualifies as sensitive content. If content is classified as sensitive, we will notify the members registered in the workspace by email.

#### What happens if content is classified as sensitive?

If a mini-app is classified as sensitive content, an information screen will appear before users enter the mini-app. Once the user consents one time, they can use sensitive-content mini-apps afterward without a separate notice UI.

### AI chat and consultation

AI chat and consultation services are services that provide information or help through conversations with users. Because these services can directly affect users' situations and emotions, they must be operated with full consideration for user safety and social responsibility.

#### 1. Required operational requirements

Partners launching AI chat and consultation services must have the following in place.

* Please operate a filtering system that judges both risky keywords and context.
* When a user makes a prohibited request or asks an inappropriate question, provide a clear and consistent refusal response.
* If suicide or self-harm-related statements are detected, apply a safety response protocol that considers user safety.
* If you change the AI model or prompt, please request review of the app distribution in advance.
* Please have an operating system that can immediately fix or block responses that are inappropriate or may cause issues.
* If you have your own app or web service using the same AI model, please apply the same standards consistently.

#### 2. Response standards for circumvention requests

If the user's statement is contextually risky or potentially illegal, you must block it regardless of the request's intent. Even if the expression is different, if there is a possibility that risky information will ultimately be conveyed, you must not provide a response. The following types of requests are all prohibited.

* Requests made on the assumption that it is a novel or film setting
* Requests made under the pretext of education, reference, or theoretical explanation
* Requests made on the premise that it will not actually be used
* Requests that ask for an explanation of whether something is illegal, while potentially leading to an explanation of the process or method
* Other requests that may ultimately lead to the provision of risky or restricted information

#### 3. Content restricted when generating AI responses

AI chat and consultation services cannot generate or provide the following content.

* **Illegal and crime-related**
  * Methods for manufacturing, purchasing, or using drugs, firearms, explosives, or weapons
  * Methods for carrying out crimes such as theft, violence, hacking, and trespassing
  * Content that glorifies or justifies crime
* **Drugs / gambling**
  * Information related to the use, manufacturing, or sale of drugs
  * Gambling strategies, methods to increase win rates, content that encourages gambling
* **Violence, self-harm, and suicide**
  * Explanations of or detailed depictions of self-harm or suicide methods
  * Expressions or guidance that can be imitated
  * Methods of harming others
* **Sexual content**
  * Detailed descriptions of sexual acts
  * Content intended for sexual stimulation
  * Sexual content involving minors
* **Hate / discrimination**
  * Slurs or hate speech against specific races, genders, disabilities, or groups
  * Content that promotes violence or presents prejudice as fact
* **Other restricted content**
  * Content that encourages dangerous behavior
  * Expressions that induce false information or extreme behavior
  * Responses that encourage the collection or provision of personal information

#### 4. Actions for violations

If content violating the guidelines is identified, if the same or similar violation is repeated, or if a serious violation occurs, the following actions may be taken.

* Warning action
* Restriction on service launch
* Suspension of service exposure

To protect user safety and trust, please make sure to comply with the above standards throughout the operation of AI chat and consultation services.

### Chat service

If you provide a chat service in an Apps in Toss mini app that exchanges messages with specific users based on acquaintances or IDs, please strictly follow the standards below to protect users and prevent illegal activity.

* It is a service that allows one-to-one message exchanges after adding a specific user based on contact information or ID. (e.g. messenger services, acquaintance-based chat)

* Random matching or connection features with strangers (e.g. random chat)
* Nearby user discovery feature
* Messaging based on public profiles
* Revenue models for meeting purposes, such as recommending the opposite sex or purchasing likes

#### **1. User protection features**

Chat services must provide the following features to ensure that users can use the service safely.

* **Report feature**: Users must be able to immediately report unpleasant or problematic messages or users.
* **Block feature**: Users must be able to block messages from specific users.
* **Account sanction policy**: A policy for restricting or suspending accounts of users who repeatedly violate policies must be operated.
* **Report response process**: When a report is received, there must be a process through which operators can review the content and take appropriate action.

#### **2. Prevention of illegal activity**

Please actively manage the chat service so that the following activities do not occur.

* Ads or messages soliciting prostitution or compensated dates
* Fraud involving money requests or investment solicitations (including romance scams)
* Illegal advertisements and spam messages
* Distribution of illegal information

If such activity is left unchecked or confirmed, service operation may be restricted.

#### **3. Personal information and message data protection**

Users' messages and personal information must be safely protected in accordance with relevant laws and regulations.

* **Principle of minimum collection**: Please collect only the minimum personal information necessary to operate the service.
* **Data encryption**: Please encrypt and store collected information and message data securely.
* **Deletion upon withdrawal**: Please operate a policy that immediately destroys personal information when a user withdraws.
* **Log management**: Message logs may be managed within the scope of user protection and legal response purposes.

#### **4. Legal cooperation system**

You must have a system in place to respond quickly when illegal activity occurs within the service.

* Please operate an internal process that can cooperate with requests from investigative agencies in accordance with relevant laws and regulations.
* Toss may require additional safety conditions or limit onboarding to protect users and maintain service integrity.

#### **5. Submission of service terms**

Before launch, please submit the following through Channel Talk.

* Details of user protection and illegal activity prevention measures
* Basic service operating terms
* Operational policy and response process for preventing illegal activity

#### **6. Actions for violations**

If the guidelines are violated or the same violation is repeated, the following actions may be taken.

* Request to modify content

* Restrictions on mini app registration and operation for repeated violations

### Used goods trading service

To operate a used goods trading service as an Apps in Toss mini app, please strictly follow the standards below to protect users and ensure a safe transaction environment.

* It is a service that intermediates direct transactions of used goods between users.

* In-app payment functions (including PG (Payment Gateway), easy payment, and Toss Pay integration) cannot be included. **Only direct transactions between users are allowed**.
* If a chat function is included, **Chat service** the guide must also be followed.
* The talent trading category is currently not open for onboarding. It will be reviewed gradually in the future.

#### **1. Required documents**

If you wish to launch a used goods trading mini app, please prepare the documents below and submit them through Channel Talk.

* **Operations policy**: The following **items 2–4**(prohibited transaction items, monitoring policy, step-by-step sanction criteria) must be included in the policy.
* **Terms of use**: The following **Item 5**(required items to be included in the terms of use) and the privacy policy must be reflected.
* **Relevant licenses**: Please submit the permits and licenses required to operate the service (e.g. registration for mail-order sales, permits related to electronic commerce, etc.).
* **Undertaking for restricted industries**: Please contact Channel Talk.

#### **2. Prohibited transaction items**

Please clearly specify in the operations policy the items whose trade is prohibited. The list below is the minimum standard, and it must be updated without delay when laws or policies change.

**① Violations of laws and hazardous items**

* Items that pose risks to life and safety, such as animals and weapons
* Items requiring permits or approvals, such as pharmaceuticals and medical devices
* Food and cosmetics manufactured or sold without permits or approvals

**② Infringement of rights and illegal content**

* Counterfeit goods and items infringing trademark or copyright
* Pirated copies and illegal software

**③ Personal information and digital assets**

* Other people's personal information
* Trading digital assets such as accounts and items

**④ Others**

* Items with distribution restrictions, such as gift certificates that are legally prohibited from resale
* Service-type work such as job recruitment and job seeking
* Other items that violate relevant laws and regulations or service policies

#### **3. Monitoring policy**

The partner company must specify a monitoring system that meets the following requirements in the operating policy and apply it in actual operations.

* System for detecting transactions suspected of violating laws and policies
* User report intake and first-response system (first review within 24 hours of receipt recommended)
* Self-inspection at least once a month and retention of result records
* Operation of keyword and image filters to prevent registration of prohibited transaction items

#### **4. Step-by-step sanction criteria**

The operations policy must specify the step-by-step sanction criteria for violating users (e.g. warning → temporary suspension → permanent suspension).

#### **5. Required items in the terms of use**

Please be sure to include the following in the service terms of use. The items below are the minimum standard, and we recommend that the partner company finalize the terms only after conducting its own legal review.

* Notice that Apps in Toss is not a party to the transaction
* Procedure for handling disputes (reporting method, processing deadline, etc.)
* Clear statement of prohibited user actions (fraud, deception, trading prohibited items, etc.) and reporting methods and procedures
* Purpose and scope of use of chat functionality (limited to transaction discussion purposes)
* Clear statement of prohibited actions in chat (encouraging prostitution, spam, fraud, requests for personal information, etc.)
* Notice of the possibility and basis for monitoring chat content
* Reasons for usage restrictions, appeal procedures and deadlines, and types of usage restriction measures
* Procedure for user withdrawal from the mini app
* Privacy policy (items collected, purpose, retention period, etc.)

#### **6. Apps in Toss's monitoring authority**

Apps in Toss has the authority below to protect users and ensure stable service operation, and partner companies must actively cooperate with this.

* Authority to monitor the operating status of the partner company service
* Authority to request materials to verify violations of laws, terms, and operating policies
* Authority to temporarily take action on the service to prevent the spread of user harm

If the guidelines are violated or the same violation is repeated, the following actions may be taken.

* Request to modify content
* Suspension of service exposure
