### If it is a marketplace platform

If you operate a service in the form of a marketplace platform, advance confirmation is required depending on the payment and settlement structure.\
If you directly settle payments to sub-sellers, you must confirm whether you are registered as a payment gateway (PG) business.

* **If you have a PG license** → Direct settlement possible
* **If you do not have a PG license** → Must use a settlement agency service

If you do not have a PG license, please first enter into a settlement agency service contract before applying for Toss Pay subscription. (e.g., Toss Payments, etc.)

{% hint style="info" %}
**\[Reference] Mandatory enrollment in settlement payment agency service and legal basis**

According to the Electronic Financial Transactions Act, when a prepaid business operator recruits a representative merchant, it prohibits recruiting persons other than those under each item of Article 4-2 of the Enforcement Decree. Article 4-2 of the Enforcement Decree of the Electronic Financial Transactions Act defines merchants as (i) persons registered as electronic financial businesses to carry out electronic payment gateway services, (ii) persons registered to notify the payer, on behalf of the payee, of the details of funds that the payer must pay to the payee by electronic means and to directly receive funds and perform settlement agency services, and (iii) financial institutions that perform settlement agency services but are exempt from electronic financial business registration.

If the marketplace platform distributes payment proceeds to sub-sellers (third-party settlement), onboarding is possible if you are registered as a PG business or are subscribed to a settlement payment agency service, and during onboarding review you will be required to submit relevant documents (settlement agency contract, third-party settlement official letter type C, KYC).

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation dynamically by asking a question.

Perform an HTTP GET request on the current page URL with the `ask` query parameter, and the optional `goal` query parameter:

```
GET https://developers-apps-in-toss.toss.im/guide/en/monetization/toss-pay.md?ask=<question>&goal=<endgoal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is optional and describes the broader end goal you are ultimately trying to accomplish on behalf of the user. GitBook uses it to tailor the answer towards what is most useful for that goal.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
